Financial advisor to Louis XIV, he was brilliant. He based his policy on mercantilism. His main goal was to increase France’s wealth, thus he feared the United Provinces. The United Provinces was one of Europe’s biggest trade states. He believed money earned should be spent on the navy, manufacturing, and shipping.
